Charter was founded in 1987 by Colonel William C. Comee, US Army retired, to support DOD operations and pursue telecommunications business opportunities in Central America.
By the early 1990s, Charter personnel were operating not only in Latin America, but also in the Middle East, Africa, and Eastern Europe. Its customer base has since expanded beyond the DOD to include other US Government agencies, foreign governments, and international corporations.
During Charter's 30 year existence, its employees have used their wide array of talents to successfully complete a number of unique and challenging projects:
